The Town of Belleair is a Council-Manager form of government.

Belleair has a Mayor, Vice Mayor, 3 elected town commissioner, and a Town Manager.

The current mayor is Gary H. Katica, Deputy Mayor Karla Rettstatt, and 3 commissioners Tom Shelly, Tom Kurey, and Michael Wilkinson. JP Murphy is the Town Manager. Town Manager and mayor are two of the most prestigious positions in local government.

City and town managers are hired by a city or town council to implement and oversee day-to-day operations.

Belleair’s recreation department costs taxpayers $853,000 more than the administration department $801,000, the fire services $622,000, and the building department $201,000 and nearly as much as the public works department at $901,000.
